The big industry in Angouleme until about a generation ago was manufacturing cigarette paper. That went south, for reasons not known to me, and the local powers decided to make the new industry: cartoons! Talk about thinking outside the box. The first thing one notices in Angouleme--if one is a cartoonist, especially--is that the street signs are designed to look like comic speech balloons. In English, I think this means "Red Cap Street."
